As George Carlin would say about it, "...because you have to be asleep to believe it."</h3><h3 style="text-align: center">America has lost its way through corruption and self-interest.</h3>Our nation faces a profound representation problem in Congress. Too often, those in power lack a direct connection to the realities faced by working families. They haven't lived the experiences that shape the challenges we face today, and their policies often reflect a disconnect from the struggles of everyday Americans.They are out of touch with what most Americans experience, and they aren't representing the working class anymore. That career has catapulted me into working on some large insurance software programs at AAA where I met my wife, to building out multi-billion dollar software solutions in the investment/derivative space at my current employer. I have worked in-between those in the manufacturing and aerospace sectors, and with consumer products and medical services for a time building web apps.My career in software development has given me a unique perspective. I have seen how corporations operate, some of the worst and some of the best. I know the type of loopholes and language they exploit.I have years of experience helping corporations build their economic futures. Let me help build yours, too!Now, I wasn't always a programmer writing critical system logic. My first job was a bagger and cart collector at a local grocery store (they called us courtesy clerks). My second was at Best Buy. My third job was a dog bather at Petsmart (that was hard, tip your groomers man!). I have never forgotten where I have come from: 5th generation Irish immigrant, son of a farmer and factory worker who became insurance salespeople and flight attendant, have had family who served in WW2, Vietnam, Cold, Gulf, and modern wars: I am proud to be American, and I will never forget the sacrifices of those who built the world we know today.I have had years where I had no health care, we were one of those unfortunate families who lost their homes in the 2008 Housing Crisis, and I have seen family members sell property to pay for medical care/debt; I have seen the cracks in the system, ones we must fill so that the rising tide of a booming American economy might lift all ships. The benefit of my technological and programming experience is that I can put my money where my mouth is and actually demonstrate our elected officials insane lack of understanding of the digital world and the insane risk that places us all under. We can build policies and plans for the 21st Century, not just what worked post-WW2 or what some party pushes. <h2 style="text-align: center">Universal Paid Time Off</h2>Families are the backbone of America. A direct connection to the past and the future. It is a tragedy that Americans work so hard and do not get more guaranteed time off. Corporations constantly take advantage and deprive people of peaceful days off or just basic human considerations. Germans get 20, plus holidays. Norway gets almost a whole year of paternal and maternal care. There is no reason the US cannot offer her people that as part of the 21st Century Deal, as the family is key for one's pursuit of happiness.<h4>National Paid Parental Leave Program:</h4><ul><li>Duration: 12 weeks of fully paid parental leave for all new parents (birth, adoption, foster care).</li><li>Wage Replacement: Wage replacement at 80% of average weekly wages, capped at a reasonable level to ensure program sustainability.</li></ul><h4>National Paid Time Off Program:</h4><ul><li>Minimum Standard: Guarantee a minimum of 15 PTO days of any kind, 5 days of paid sick leave, and 5 days for bereavement per year for all employees.</li><li>Carryover: Allow employees to carry over unused sick leave to the following year, up to a reasonable limit.</li><li>Portability: Ensure that leave benefits are portable, allowing workers to maintain their leave accrual when changing jobs.</li><li>Funding: Funded through a combination of payroll taxes (shared between employers and employees), and general revenue.</li></ul><h4>Small Business Support:</h4><ul><li>Tax Credits: Provide tax credits to small businesses to offset the costs of providing paid leave.</li><li>Technical Assistance: Offer technical assistance and training to help small businesses implement the policy.</li><li>Simplified Administration: Develop a simplified administrative process to minimize the burden on small businesses.</li></ul><h4>Equity &amp; Inclusion Provisions:</h4><ul><li>Outreach &amp; Education: Targeted outreach and education programs to ensure that all families, particularly those from underserved communities, are aware of their rights and benefits.</li><li>Language Accessibility: Provide information and support in multiple languages.</li><li>Data Collection: Collect data on program participation and outcomes to identify and address any disparities.</li></ul><h4>Economic Benefits:</h4><ul><li>Increased Workforce Participation: Encourages women to return to the workforce, boosting economic productivity.</li><li>Reduced Turnover: Decreases employee turnover, saving businesses recruitment and training costs.</li><li>Improved Child Health &amp; Development: Supports healthy child development and strengthens families.</li><li>Stimulated Economic Activity: Increases consumer spending and stimulates economic activity.</li></ul>

It also provides these services in regions where monopolies are formed, such as SWVA where Ballad Health currently holds regional monopoly, and underserved communities that need essential services.A basic ARC would include a USPS, a small community bank service with the ability to exchange currencies(digital or otherwise), and urgent care in counties and regions that might not have a local facility. In certain extreme areas where services are a desert, these ARCs can expand to include medical facilities such as birthing centers, or emergency care. As always, the exact language matters and is subject to change. Note that this page is more of an actual bill summary compared to other pages on the site to show how exactly this might work, and that we can have the government work for people, you know, the whole point of the job. We’re seeing increased surveillance and digital privacy violations, limitations on freedom of assembly, and challenges to freedom of the press. Our commitment to protecting your constitutional rights goes beyond simply upholding the existing framework; we mean to proactively address these modern threats. Across this country, Americans are feeling abandoned. We all feel like the system is rigged against us, that our voices aren’t being heard, and that our needs are being ignored.And here in Southwest Virginia, too many of us have felt that frustration, that sense of being overlooked and getting stock replies instead of real answers.

<h2>A Phased Approach for Sustainable Growth</h2>Our 21st Century Deal proposes a phased approach to raising the wage floor, ensuring a smooth transition for businesses and minimizing potential disruptions. This phased approach will:<ul><li>The Minimum becomes the Living Wage: Federal minimum wage would raise to 20 dollars an hour over 5 years, and adjust the wage, based around the cycle of the census, from the updated inflation/cost of living increases over that last decade.</li><li>Provide Businesses with Time to Adjust: Allowing businesses time to adapt to the new wage floor will minimize potential negative impacts. Roll the Living Wage increases at the start over 5 years, and then adjust the wage every census from inflation/cost of living increases. These long time horizons will prevent any potential inflation in the Living Wage adjustments, will making sure it doesn't take decades for wages to keep up.</li><li>Prioritize Small Businesses: Special considerations will be made for small businesses, recognizing their unique challenges. Employers with under 20 employees and under certain revenue levels (<a href="https://www.sba.gov/" target="_blank" rel="noopener noreferrer">would use SBA standards for initial assessment</a>) would be able to get assistance to met the Living Wage increases for their employees so as to maintain the economy of the region and keep businesses open, all while make it easier to start new business. This assistance would be paid for by a small tax on only large corporations, leveling the playing field.</li><li>Combine with Workforce Development: Pairing a Living Wage with robust workforce development programs will ensure that workers have the skills they need to succeed. <a href="/131b51e0-2f4c-4bf8-b3c9-ae8895131a15">See Transforming Public Education to see how that might work.</a></li><li>Protect the Living Wage from Cost Of Living Increases: This bill or a supplemental bill could be passed to also restrict rent increases gained by raising wages, and instead caps them to half the rate of inflation. So rent would be locked from going up more than half of what inflation was that year. So 2% yearly inflation equates to max 1% rent increase costs.</li></ul><h4>Investing in Our Future: A Foundation for a Stronger America</h4>A Living Wage's express purpose is about investing in our future, our human future. It will create a more equitable and prosperous society for all Americans. The Living Wage builds the foundation for a stronger, more resilient America: an America where everyone has a fair shot to get ahead!

This Act promotes sustainability, fosters innovation, and empowers individuals and communities to control the lifespan of their technology.<h4>Right to Repair Mandates:</h4><ul><li>Access to Parts &amp; Information: Manufacturers must provide consumers and independent repair providers with access to genuine parts, diagnostic software, repair manuals, and service bulletins at fair and reasonable prices.</li><li>Software Unlock Codes: Manufacturers must provide unlock codes or other necessary software tools to allow consumers and independent repair providers to bypass manufacturer-imposed restrictions on repair.</li><li>Agricultural Equipment Exemption: Farmers and agricultural businesses are explicitly granted the right to repair their own agricultural equipment, including access to parts, diagnostic tools, and software, without requiring authorization from the manufacturer.</li></ul><h4>Minimum Support &amp; Warranty Requirements:</h4><ul><li>Consumer Electronics: All consumer electronics sold in the United States must be supported for a minimum of five (5) years, including software updates and security patches. Of course if you want to rent, or it fits your situation, then you feel free to keep renting! But owning a home is so important to financial security and unlocking generational wealth for your family, every American deserves to own a home, and the government can help those first time owners who are of need, get that first step.Direct Credit: Provide a one-time credit of $10,000 directly to eligible homebuyers at closing.This credit can be combined with certain FHA and other loan programs, as long as you are eligible for both.In certain situation the credit can be increased/doubled, such as for married couples who are both a first time buyer, or in helping historically disadvantaged groups get into home ownership. This ensures that everyone has a fair shot to get ahead.Eligibility Requirements:<ul><li>First-Time Homebuyer: Must not have owned a home in the past three years.</li><li>Income Limits: Establish income limits based on area median income (AMI) to ensure the credit benefits those most in need. (e.g., 160% AMI or lower).</li><li>Purchase Price Limits: Set maximum purchase price limits to prevent the credit from benefiting high-income buyers. Access to comprehensive reproductive healthcare, including contraception, abortion care, and prenatal care, is essential for women to make informed decisions about their bodies and futures. Recent legislative changes and ongoing legal challenges have created barriers to care, disproportionately impacting low-income women, women of color, and those living in rural areas. The 21st Century Public Education Act

<h4>Definitions:</h4><ul><li>Rural Area: A county designated as “Rural” by the local State Department of Rural Development, based on the following criteria: Population density below [X] persons per square mile, poverty rate above [Y]%, and limited access to essential services (healthcare, education, utilities). The list of designated Rural Areas will be reviewed and updated annually. Each state would be able to set their own adjustment level tailored to their situation.</li><li>Essential Worker: An employee in a designated Rural Area employed in a critical sector, including (but not limited to): Healthcare, Education (K-12 and Higher Education), Logistics, Public Safety (Law Enforcement, Firefighters, Emergency Medical Services), Utilities (Water, Electricity, Internet).</li><li>RW-COLA Adjustment: The supplemental wage adjustment provided to eligible Essential Workers in designated Rural Areas.</li></ul><h4>Eligibility:</h4><ul><li>Employee must be employed within a county designated as “Rural” by the local State Department of Rural Development. Employee must be classified as an “Essential Worker” as defined above. The RW-COLA Adjustment will be tiered, with higher percent adjustments for lower-wage workers. The maximum RW-COLA Adjustment will be capped at $100 per week. An individual state can increase this cap limit, but not decrease it.</li></ul><h5>RW-COLA Adjustment Calculation:</h5>The RW-COLA Adjustment will be calculated as a percentage of the employee’s base wage, using a Cost of Living Index (COLI) specifically tailored to rural areas. The COLI will be updated annually by the local State Department of Finance.The Caps can exist per week or per tier, subject to the State's designation. It would work in tandem with programs such as <a href="/ba788125-d225-4b05-857d-e407862468ae">RW-COLA</a>. <a href="/a74f5457-5b76-4399-9c0c-267a9f60ab70/c86b7378-883a-4514-8391-eceb131bae2d#block-c47ee181-9ba6-48f2-864e-91ad26427af8">SWVA alread has 11 counties that are considered a desert for maternal wards</a>, so Medicare for All will help stabilize and increase the number of birthing centers here in SWVA.</li><li>Manage Chronic Diseases Effectively: Early detection and proactive management of chronic conditions like diabetes and heart disease can significantly improve quality of life and extend lifespan.</li><li>Boost Economic Productivity: A healthier workforce is a more productive workforce. By investing in the health of our citizens, we can strengthen our economy</li><li>Address Health Disparities: Medicare for All would help close the health disparities that disproportionately affect marginalized communities.</li></ul><h4>Funding the System:</h4><ul><li>Elimination of Premiums &amp; Deductibles: Families will no longer face the burden of monthly premiums and high deductibles. Many family plans cost around $12,000 a year, and that just gets you access to the privilege of spending another 6k or so before your insurance really starts covering costs. And even then, they still will find ways to nickle and dime you. Could be as much as $20,000-50,000 dollars before you can stop paying just to take care of the health of your family. Then it resets next year. All of those barriers to healthcare would be completely removed. You deserve healthcare, as a human right and American right.</li><li>Reallocation of Existing Funds: Existing healthcare spending from various sources (Medicare, Medicaid, private insurance) will be consolidated and redirected. Many people don’t realize the American taxpayers already pay a subsidy for the uninsured, as well as the vast majority of dialysis treatments. This is done through existing programs &amp; sometimes through acts of Congress. This plan would consolidate it all into one very efficient system, reducing healthcare prices to cost, instead of chasing ballooning profits.</li><li>Supplemental Coverage: Individuals can purchase supplemental insurance for services not fully covered by M4AA (e.g., cosmetic procedures, private rooms)</li></ul>
